my tv-out is not working, please help

I have a cardexpert geforce2 mx400 64mb with tv-out.
I connected the s-video to my tv, but when I go to twinview to detect the TV, it does not detect it. Are there steps to follow, as booting up at a res and then turning on the tv? I'm using the newest detanator drivers.

Turn off the computer, plug in the S-Video or composite connector, turn the TV on (make sure it's set to use the input you selected), and turn the computer back on. If you don't see anything on the TV before the driver kicks in, you have a bad card. If you do, twinview should detect it fine after following these steps.
