My Ti200 DOA?

I got a little problem, picked up one of the VisionTek Ti200 from BB(Damn you hot deals) and I tried it today and my computer wouldn't boot. Basically, it would power up everything(CD-ROMs, fans, etc) but nothing would pop up on my monitor and it wouldn't finish POSTing. I was wondering if maybe a 300W PSU isn't enoug for:

Tbird 900@900
Toshiba DVD-ROM
Acer 12x8x32
2 HDDs(one 5400 the other 7200)
Santa cruz
Linksys NIC
Promise ATA/100 controller
2 case fans
1 PCI fan
Delta fan on the HS

the MOBO is a Iwill KK266(KT133a chipset)...So is it more than likely a DOA and try to return in.

Also, for opinion sakes...should I wait on the Ti200 for 150-50 MIR. In another thread they said a new card is coming out January/February that might have the Ti200 come down in price. I have a Geforce2 GTS and it is running just fine. Also, I was hoping to junk the GTS, but I know come february, I probably won't be able to give it away...(GF2 might be for sale, any takers 🙂)..Decision..Decisions..

Hm, seems DOA.... ur PSU is surley enough, return it, pick up another one! 😛 you will enjoin the big increase in frame rates! 😛
 

some card/case relationships wont let the card seat all the way in
try bending the right angle (short) part of the Geforce backplate outward so it can go in further
and dont use a screw to fasten it.
