My taskbar isn't auto-hiding

I have it set to auto-hide. And as soon as I come out of the properties box, the taskbar hides, but when I move down so it'll come up again.... it won't hide anymore....anyone know why?

It doesn't hide even if you've clicked on the desktop and other windows? Does it cover up part of a maximized window now, or do the windows get moved up to make room like when auto-hide is turned off? Does the option get unchecked?

The option does NOT get unchecked.
The bar DOES cover everything (it doesn't make room for anything else)
Doesn't hide at all.
