my soyo dragon+ won't let me raise my fsb beyond 107

well, my 256mb pc2100 ddr memory is crucial. so overclocking should be possible.
in my past two years of overclocking, i haven't had this problem before. generally, i would just lower my multiplier until i can get my computer to start. for example, right now, i have tried lowering my multiplier to 6X and have raised my fsb to 133. this adds up to 798mzh. this is technically not overclocking and so i do "expect" my computer to boot at least. moreover, i know that my computer is overclockable right now because it is running @ 1150mhz. i have discovered that i can increase my fsb up to 107 or something around that but i cannot increase it anymore than that. i have tried unplugging my ide's and pci cards, but that does not work either. i do not think it is my visiontek ultra geforce2 because i have overclocked with it before. shouldn't i at least be able to do fsb133???? especially with my multiplier at 6X???? i had done fsb150 with my prior motherboard(FIC AD11) and currently, i am using all the same components except for the motherboard and the cpu.
