Doggiedog, my cousin was consistently small for his age (3rd percentile), until he reached 13 years of age, from which point he continued on until his final height of 6' 1".

His father was about average (5' 10"), while his mom was short (5') -- maybe some kids just follow their own growth curve.
 
I wouldn't worry about it. My nephews are just as small as your kid. Since both my sister and brother in law are small, it's mostly genetic that the children are small also. They are all in the last 2nd percentile. And just as your kid, they are healthy and extremely bright.

My son is the exact opposite. I am just average sized myself, but he is 19 mos and weighs in at 30 pounds. He is in the top 95% on height. He looks thin when he runs around in the buff so I don't know where all the weight is coming from.

But all kids grow at different rates. Girls generally grow faster than boys early on. Take him to an endocinologist just to make sure every thing is okay, then see how it goes.
 
my older brother was 30lbs when he went to kindergarden. He was so tiny the teachers thought there was no way he could be five years old.

hes now 6'3 and 180 pounds.
