My router wouldn't share bandwidth equally

I have a Netgear router and unfortunately, my fatass roommate uses file sharing 24/7.

Without his computer connected, I'm getting 6000kbps dwn/350kbps up. WIth his computer connected, it plummets down to 750kbps/60kpbs

Why is his computer getting 5/6 of the bandwidth?

The best solution without having to install software on multiple pc's is to pick up a new router w/ bandwidth management. The WRT54 series w/ 3rd party firmware (v4 and below) will let you restrict bandwidth by port and/or ip address.

load up every linux torrent known to man with no upload limit, see how he like that.

Or get a router with good QOS? I've heard dlink has a decent one (though it's called a gaming router, which may turn you off).
