My roommate has a lot of laundry

I usually do 2 loads at once, every two weeks in the pay washers at my apartment complex. Though, the washers they have are very small, two would probably be the same as one load in a normal family sized washing machine. I have enough clothes to go for a month if needed without reusing anything except my jeans, but I normally try to avoid that.

2-3 loads every 3 weeks or so.

If the electric / water bills are covered by your apartment then who cares.

If you and your roommate(s) pay those bills then I'd be getting angry. The washing machine and dryer are some of the most inefficient appliances.
