my roomate wants a cheap PCI vid card, 16 bit capable, with Win2k drivers...

For a server, a good S3Virge DX card is great for OS compatibility..

And actually, an 8MB PCI Trident Blade3D would do the job..

I have the following choices

ATI Xpert98 (50 bucks)
some TNT2 Vanta or m64 PCI (60 bucks)
trident 3Dblade 9880 (30 bucks)

forget the tnt2, I think the trident will work fine

but I remember he said he wanna run CAD? isn't CAD like hella 3d extensive?
 
CAD is pretty CPU intensive and a 3d card won't help much unless you know the application actually supports hardware video acceleration by the card via an API or driver.

Good 2d (sufficient color depth at required resolution with a good refresh rate and clarity) would be fine for that "type" of CAD.
