My Refresh Rate...

I have been having this problem with my comp that i have been trying to figure out...it all started when I installed Warcraft 3 and after the intro movie I get a black screen...afterwards, I had to go to blizzards homepage and download this registry tweak that allowed me to enter the game...now I can only crank up the resolution to 800X600 32 Bit. I have tried changing my refresh rate on my monitor to above 60 but it won't let me...I am wondering if my video card is the culprit or just the monitor? Anyone have any ideas?

X-tasy Geforce 4 Ti 4200 128 Meg
V50 HP monitor

K, it seems that my monitor is the culprit here...it cannot handle the refresh rate that was set forth...time to get a new one
