My Radeon VE works great when I play quake 3 but 2d looks horrible.

Does anyone know how I can adjust this problem. The screen that you press play or install for Quake 3 looks horrible. I know there is something wrong with my setup I just cant figure it out. Also the pictures on internet explorer looks bad also, you can actually see the pixels very clearly in each picture. Although when I run games and video clips it is perfect. It looks like some kind of 2d problem. Also when I open up applications and and jump from application to application the picture looks like a rainbow for an instance and then goes back to normal. I ran 3dmark2001 on my system and it only gave me 1773, is that a good grade for my setup? Also in 3dmark2001, the test with the demo that looks like it came out the Matrix, a couple of times the guys head and feet disappeared, did anyone else get that. That matrix demo is awesome by the way.

I reinstalled windows and my drivers and 2D works fine now, thanks.
