my Pocket Internet Explorer on my e310 doesn't load!!! What do I do??

When I click on IE on my Toshiba e310, it doesn't load.. what' sthe problem?? How do I resolve this? I tried searching for place to download IE again to install, but can't find a place!!

Anyone ever have this problem? Also, is the proper way of closing or shutting down programs going into the Home (CUrrently Running) and holding down on the pad, then closing all? Thanks in advance..
