My Pioneer DVDROM spins for no reason

I left a CD in the DVDROM drive, and i noticed that it keeps spinning, making this buffing noise, but it stops when I take the CD out, is this normal to have it spin like that while I'm not even using the CD?

 
If you mean when you open up Explorer the first time after a fresh boot, then yes.

But then again, that's indirectly using the DVD drive since it's trying to read it. More details (ie: context) would be nice.
 
I mean, after I turn my computer on, it starts right away after the desktop is loaded. Theres only a CD with a 700MB movie avi file thats it, no autorun or anything.
