Do you have any idea how birth control pills come? They come in packets, with one for each day. They are labelled for each day. You don't have spares. They aren't in a tube with 20 in there or something. I can't guarantee this obviously, but having seen my mums lying around years ago, and my girlfriend is also on the pill, it seems that they are packaged like that uniformly.
If your mother hasn't noticed, then she isn't taking them. Or, if she is, then she would have noticed. Without a doubt. She most probbaly buys two lots, knowing that one of her daughters is stealing them and just doesn't want her to get pregnant.

The same reason I'd care if other people felt it was necessary to chop of one of their kids fingers when they were born. It's mutilation. It's cool if the kid decides that's okay, but a newborn baby can't do that.

They've got nine others. Not cutting off the fingers and dooming the child to the pits of Jakaynobalonia is far worse a fate than losing one finger, believe me by the light of the goddess Femerletianisanibob.
