My PCs running Windows 8.1 see each other but cannot connect to each other

I have PIA on both of them bu it is only set with VPN kill switch not DNS leak or anything else.
I previously had them working right.
I don't know what changed.

file sharing and network discovery is enabled on both of them
previously they worked now they don't and windows troubleshooter can't figure out why they wont connect either

I think that it is something Kaspersky is doing since I did not have the trouble until both PCs were running it.
 
I changed from public network to local network in Kaspersky firewall settings and it works. Am I opening myself up to attacks by doing this?

This is irrelevant. Right now it does not work, so start from scratch and re-configure the system to work again.

There is plenty of info on the Net to enable one to Configure the LAN system.
