My PC won't turn on. Need help diagnosing.

Hello.

I was switching monitors and then when I went to turn my pc back on, the lights flickered for a second and then nothing. I kept hitting the power button and for the most part, it's dead. On occasion, I get a light flicker though, but nothing powers up. The only thing that has changed in the past day is that I upgraded the video card to a GF4 Ti4200 from a GF3 Ti200.

My system is an Antec 1040B with the 400w Antec power supply.

Does this sound like the power supply? How would I go about diagnosing the problem?

If you changed the videocard you should make sure it's seated correctly. Also any beeps or error codes(if you can see any)?
 
It's seated correctly. I had installed the video card earlier today and shut it down and powered it up several times. It was working fine with the new video card until I turned it off this last time to swap monitors. I'm just wondering if the video card might've put added stress on the power supply.

I'd look at the obvious first. The card could've come loose when you unplugged the old and plugged in the new one.
 
I looked at everything like that. The card is seated properly. I checked that first. Besides, if it wasn't seated properly, I'd still get power, but the system would beep and I wouldn't get video. That's happened to me before. I'm not getting any power to the system. I just included the video card because it's the only change that I've made in the past 24 hours other than swapping monitors.

Update: I just got the system going and I don't know how I did it. I did three things. I jiggled the mobo power connector, jiggled the mobo header for the power switch and then hit the power button to off on the power supply itself. Then, I hit the power button for the system and it fired up. I have no idea what the problem is or was. I just hope it stays running now.
