My pc won't start properly

I turn my pc on and it just stays on without going to DOS nor my monitor fires up. It just says there, no beeps or anything, I should also mention it doesn't always start with the first time I press the button. Sometimes it switches on after 10 secs of me pressing the button. What could be the problem here? My mind goes to the graphics card. Even if i remove it though there is no difference.
 
1. Check to see that the video cable is attached to both the monitor and computer.
2. Check to see that the monitor is plugged into a working AC outlet.
3. Check to see that the monitor is turned on and using the correct input.

If that doesn't fix it...

1. Pull out the CMOS battery on the motherboard.
2. Try rebooting.
 
Try and run the memtest86 just google it. Had same problem and I had 2 bad sticks of ram. try and test one stick at a time it will be faster and easier to tell
 
More information is required...

Is it a "home-built" computer or a "brand-name" unit?

Have you done anything to the PC recently? (upgrades, etc.)

What hardware does the computer have?
(processor, HSF, RAM, video card, etc.)

How old are the components?
