My newly built PC restarts on its own following shutdown.

When I shutdown my PC, I hear ever so slightly something starting up in my PC, and shortly afterwards the PC just reboots on its own. I have to plug out my power cord to shut it down. I don't know what is causing this. The power/reset switch on case are working correctly. It could be my BIOS settings, but I don't remember setting anything that would cause this kind of behavior. I did set my boot media priority to 1: CD-ROM 2: HD 3:FD but I don't think that matters.

Any suggestions?

My 300 Watt Powmax caused problems like that until it was swapped out with a different one. What kind power supply do you have?
 
I have a Seasonic 430w. I read many positive reviews on this unit.
