My network area time limitation

Hey, Im trying to help a buddy who wants to put a time limitation on a computer on his network, for his son, so that the internet cannot be accessed during 2 and 7 am, I heard this can be done on XP, can anyone give me more information, on how to do so?
 
You can turn off IE through Group/Local policy but that is an on/off solution. No time restraints setting that I am aware of. Add-on Software can accomplish this for you however. NetNanny and so forth.
 
router can do this usually. Or GPO's an lock the PC, GPO's to disable the connection. It would be hard to do if the user is an admin unless you do it on the network side. Non admin should be cake, several ways.
 
My Linksys WRT54G router (with Sveasoft firmware) can place time restrictions for Internet access on individual PCs as well as on the entire connection. I'm not sure if the default firmware has the same capabability...
