Yes, you cooking meth creates a risk of explosion which could harm your neighbors and/or their property.

About the only risk your neighbors smoking pot are going to be to you is them eating all of your munchies if you leave them outside.

I've never smelled meth cooking so I don't know how strong it is. However, while your neighbors are breaking the law, I don't see how they are a threat to you in any way while smoking pot. You could call and complain or you could just close your windows on that side of the house and forget about it... or you could politely tell them that you can smell their smoke and you'd appreciate it if they smoked somewhere else in their house and/or backyard so it didn't flow into your house.

Propoganda? Shut your weed-hole, my roommate is a self proclaimed hippy, I smell that sh!t all the time, and it plain old stinks. It mildly covers up the smell of the litter box, but isn't much better.
