yes excellent!

fill your hose with something to kill his flowers..

use above suggestion and set up a webcam. Record him using your water and at the same time destroying his flowers in the process. Of course destruction of the flowers will not be instant so therefore not caught on cam.

Get weed seeds and put it into the other side of the hose. They're rare to get, but you can find it.

Grow a pair, walk over and knock on his door, ask him why he's using your hose/water.

When he admits it, punch him in the face.

If you find it uncomfortable to accuse him, simply ask him if he's hired a gardner to take care of his flowers... "I was wondering, because my hose has been unwound a few times and my sister saw someone watering your flowers with my hose."

That gives him the opportunity to save face and admit it was himself... It's a nicer way of accusing someone of doing something - this way he isn't directly accused, and thus isn't put on the defensive. But, the end result should be the same.

FTW.

p.s. all the solutions that kill his flowers are also going to kill part of your lawn when he turns the hose on. I doubt he stretches the hose to his flowers, walks back to the hose connection, turns the water on, and walks back to his flowers... Assuming he's not a moron, he's going to figure out that you've done something. Then, if he feels you did it maliciously (which you did), he's probably going to attempt to get revenge on YOU! Plus, killing several hundred dollars worth of rose bushes, etc., probably far exceeds the cost of your water.

You have a witness. Confront him.

If that's too hard get him on tape and notify your water utiltity.

Trashing his lawn is kind of juvenile.

Where is the normal person supposed to get pure potassium and sodium?

Coat the end of the hose in (gonna need the chemical name here guys, it's been a while since chem, anyways it turns brown when exposed to skin) This stuff won't wash off so you can catch him brown handed.

It's a little a toxic so you might wanna take that into account....

since your neighbors you dont want to cause too much of a problem or you will constantly have problems.
your best bet is to confront him first, then if need be, then just unhook your hose until youi need it.

If you have one of those plastic box-style hose reels, you could have some fun. These guys attach to the spigot using a short 2-3 foot hose. On the inside of the 'box' there's another spigot where you attach your hose. You then wind the hose around it. The upshot is with the hose wound around it, you won't be able to see where the hose attaches to the plastic nipple.

Now, you can buy inline fertilizer attachments (Miracle Grow makes one) that are made to attach between the spigot and the hose. But there's nothing to say you can't attach it to the nipple inside the hose reel box. Now, instead of plant foot, fill the fertilizer attachment with salt. I'm guessing your neighbor isn't going to fully-unwind your hose and inspect it.

Come to think of it, you can make one of these yourself out of a 2- or 3-foot piece of old garden hose, a hose repair kit (for the end connectors) and some very fine mesh (think pantyhose). Fill the hose piece with rock salt, cover both ends with pantyhose then attach the hose repair connectors over top the pantyhose. Then attach one end to your main garden hose and the other end to the hose reel.

Yeah, Thats the ticket. I can't remember how toxic it is though. Wouldn't want you to get into trouble....

buy RIT dye tablets, put them in the house end of your hose. He will set up the hose and it will work its way to the end and spray all over. RIT dye is essentially permanent.
