You can drag any system folder where you want it by Right Clicking and dragging where you want it and then choosing "move to":
1. C:\Desktop
2. C:\Favorites
3. L:\My Pictures
4. L:\My Documents
No need for tweakui although it is a great tweaking app for other things.
