My monitor turns white

I am not sure when this happens or the frequecny of this problem happening.

The monitor just turned white, with about 10 thin black horizontal lines equally distributed... slightly slanted 10degrees...

Turning the monitor off and on will solve the problem. But i would just like to know why this happens... is this a symptom of a bigger problem, like potential video card damage? or power supply inconsistency??

 
i had the same problem, except turning off the monitor did not make it go away. is it an lcd? i reseated my video card and plugged the monitor in tightly and it went away.
