My modem lulls... any suggestions?

I've got a generic brand, (Actiontec I think) 56K Winmodem. I can regularly get connection speeds in the upper 40kbps, but every two or three minutes I get lulls in my connection ranging from 20 seconds to well over a minute of inaction.

The problem happens with both my free student ISP (Ohio State) and my account at Aaris.net.

Is this a problem on my end? Crappy modem, bad phone lines, or common winmodem problem?

Or is this an ISP problem?

Please save me the get rid of modem talk and go high speed connection. I just can't afford it right now.

What operating system are you using?

Using Win98 - 850 Duron on a MSI K7T Turbo board, 256 MB.
