I don't think zippers can come off leaving the object zipped. Find the zipper body, and use your fingers, or a paperclip.

Edit:
I guess you could pull the zipper off the end. Either destroy it with pliers, or find a similar zipper, and slide down where the other came off.

Safety pin?

Or if the entire zipper part is missing, you should be able to pull it apart from an open end.

No signs of the zipper.

You mean the slider? The slider runs up and down the zipper chain to open or lock the teeth together. Check it again. It may be folded under or hidden in a pocket at the end of the zipper.

Maybe the last person to put the cover on put it on inside out; then zipped it up with a fingernail, paper clip or safety pin. There would be a zipper, just the part OP is to looking for won't be visible.

If you want a cheap mattress to have a zippered cover I think that you have to buy a cover seperately and put it on the mattress over the sewn on cover.
