My luck with power supplies

i bought a X-connect 500W cuz it was super cheaper. i noticed artifacting on my screen, looked at the 3.3V, i was getting 2.9v!

so i got a PCTOYS 470W, apparenly a vantec sleath. 3.3 is fine, but i'm getting 11.25V on the 12V. i'm also getting a flickering screen, could this be a cause?

You need to RMA that PSU. It's way out of spec. The ATX limit is +/- 5%. (11.4V-16.6)
I would guess that it's the PSU since your video card isn't getting good enough power.

Are those voltages meter readings or from software - you can only be sure with a meter.
