No, that is wrong. Perhaps if he were to buy some 5 year old mod chip it wouldn't work, but any mod that has been around for the past 2 or 3 years has worked with xbox live. Next time check your facts.

Maybe you can fix the fuse so it'll boot up, then sell it and buy a replacement. I would be afraid of damage that may cause other components to fail even if the fuse is the primary issue now.
