Here's the deal:
I moved into an apartment with free broadband access built into the walls. The provider
is called LMi.net. Problem is I can't connect to any p2p program, much less runs torrents, and I've tried with different ports, but to no avail. Any help?

It's free. They have the right to restrict or allow any traffic they want to on the network. If you want to download illegal content, you can always get your own Internet connection that doesn't restrict the P2P traffic.

It's probably because they have a single T1 that is powering the whole facility, which really isn't that much bandwidth. Turning off torrents & other P2P software is probably -not- an attempt to stop an illegal activity, but is more than likely a move to ensure the quality (throughput, latency, etc) of the service.
