My internet connection is running slow with XP Pro.....(please help)

I am home for the summer and I have to put up with dial-up connection. Well, for some reason my connection seems to be running a lot slower than it did before. I know it is not the ISP. Do you know of any good ways to tweak my internet settings to best fit dial-up connection? Also, when I return back to school and I have a faster connection........what settings work best for a college network?

(I know there is some place to change the cache that IE uses........does anyone know where that is..........also what should I set the cache limits to for a dial-up vs college network setup?)
