One other thing you could try to troubleshoot your existing NIC is to download a bootable Linux distro, install it on a flash drive or CD, then boot the machine with it. Once Linux is up and running, try to launch a web browser and see if it works. Even if you have no Linux experience, all you have to do is to download an ISO, and either burn it to a CD or use a tool like Rufus to create a bootable USB drive. The trial mode should allow you to access a web browser without messing up your Windows install.

This would at least let you know if you have a hardware problem or a Windows problem.

The ISP told me that they would send their technicians to look at their router to check if there was something from their side.

Their people told me over the phone that I had gone above and beyond what was required(little did they know I had a small army of tech savvies helping me on AT forums 😀) and that it was his guess that the issue was theirs.

I gave the report on Tuesday and since their technicians work on weekends as well, with any luck, they should be able to check things either today or tomorrow. I told them not to be shy calling me on the weekend and update me.

Right now I'm at a family event, so I can't do much at my PC, and I'm waiting for their technicians to check their routing equipment anyway.

If they find nothing wrong then I'll draw up a list and jot everything you've proposed in this thread and try them one by one. I'm determined to find out what is going on here.

didn't see anywhere.... but have you tried rebooting the router so that it must rewrite the routing tables? Maybe something is corrupted there?

I was told that my PC is correctly configged but "the device or resource (wpad.alltele.se) is not responding".

Alltele is my ISP. Ive asked them via phone what "wpad" could stand for but they have no clue. Any guesses?

WPAD = Web Proxy Auto Discovery protocol. Commonly used to force corporate workstations through a proxy for filtering.

In short, your ISP is forcing proxy settings on you but the proxy server isn't working properly. Changing router/adapter won't help as long as you're going over their connection.

Thanks for that info. I'm actually writing this from my home PC on Firefox and not on TOR, so my internet is working right now.

It seems they finally fixed my internet. I'm going to demand compensation for this. It's funny because I took my PC to my school(gigabit internet) in a big bag yesterday morning. I took it out when almost nobody was there at 7 AM and plugged everything in. And yes, it worked. I downloaded and installed a bunch of stuff on Steam at crazy fast speeds 😀

Nevertheless, now that internet is working in my home, I can finally do normal stuff without going through Tor(which half the internet seems to have auto-banned. I have to use new IP adresses all the time for even the most mundane sites).

But yes, my ISP sucks. This isn't news. Too bad I didn't choose them, but my building co-op did it on behalf of all who live in these apartments. It's just that I get 100 mbit fiber for such cheap prices. Maybe if I shame them enough they'll try harder not to be so incompetent next time. 😀
