I don't see anything wrong here. While playing, don't have so many programs open and that may help. Also add "."'s to your post to make it easier to read. :)

Wow, does that Norton/Symantec stuff all really need to be running? That stuff looks like it is running more processes than your OS.

you need to learn some punctuations :p
That's why I can never read the bible.

anyways, does any other people on your LAN lag?
If so, it would be the server / LAN hub problem

Do your PC lag when playing single player?

Is Norton firewall turned off?
What protocol was enabled in the LAN adaptor setting? TCP/IP alone should be enough. QoS should not be needed.

now i understand how you get 77 ppd

It's the truth though, Norton is like, a plague. It's terrible and should not be used.

its either that or avg till i get some money for McAfee. i can dl avg right now if you guys think so.

Reinstall it then uninstall it. Probably a broken uninstall file somewhere. Never run any antivirus software when gaming, it kills your performance.

You might aswell just wait until your next reformat anyways, and start fresh.
I'm assuming you also use Internet Explorer?

I deem you incorrect.
Norton is terrible. McAfee is bearable atleast.

last time i checked McAfee has a higher detection rate i like to format/reformat using norton cause it automatically deletes them without having to scan.
