What? Why the fuck do they get the benefit of free parking?

Because the law says so...

Disabled Person Parking Privileges

Once you have a valid DP Placard, DP plates, or DV plates, you may park:

In parking spaces with the International Symbol of Access (wheelchair symbol).
Next to a blue curb authorized for persons with disabilities parking.
Next to a green curb (green curbs indicate limited time parking) for as long as you wish. There is no time limit with a DP placard, DP license plates, or DV license plates.
In an on-street metered parking space at no charge.
In an area that indicates it requires a resident or merchant permit.

In addition to parking privileges, service stations must refuel a disabled person’s vehicle at self-service rates unless the service facility has only one employee on duty.
Disabled Person Parking Limitations

You may not park:

In spaces marked with a crosshatched pattern next to a parking space with the International Symbol of Access (wheelchair symbol). These spaces are for wheelchair and wheelchair lift access.
Next to red curbs, which indicate no stopping, standing, or parking.
Next to yellow curbs, which are for commercial vehicles to load and unload passengers or freight.
Next to white curbs, which are for loading and unloading passengers or depositing mail in an adjacent mailbox.

The DMV is cracking down on "scofflaws" however...

also if you get a "disabled" ID card from the state it counts as a fishing license, and gets you intos tate parks free.

I was amazed to find that many people get these even though they don't have any disabilty so they save on parking.

i have handicap plates. only time i park in the spots is if im feeling bad. otherwise i leave them for people who can't walk. it pisses me off seeing people abuse them.

as i said above the DMV and some doctors are to lax when it comes to them.

The "Free fishing license" bit isn't completely true...

Fish and Game Code, Section 7151, authorizes the Department of Fish and Game to issue Free Sport Fishing Licenses to anglers who meet specific criteria. Additional stamps or cards are required for certain species and areas and must be purchased at the regular fee.

Free Sport Fishing Licenses are available for anglers who meet the criteria below:

Any person, with central vision acuity of 20/200 or less in the better eye with the aid of the best possible correcting glasses, or central vision acuity better than 20/200 if the widest diameter of the remaining visual field is no greater than 20 degrees. Certification of blindness by an optometrist or an ophthalmologist is required.
Any person who is a resident of the State and who is so severely physically disabled as to be permanently unable to move from place to place without the aid of a wheelchair, walker, forearm crutches or a comparable mobility-related device. Verification by a licensed physician or a copy of the previous year's free fishing license is required.
Any developmentally disabled person. Certification by a licensed physician or the director of a State regional center is required.
Any American Indian or lineal descendant who is a resident of the State and whose total annual income does not exceed $10,830 for the head of the household, plus $3,740 for each additional family member living with them. Certification by the Bureau of Indian Affairs (B.I.A.) or proof of being on a tribal registry is required. Verification of income on Form FG-371 (PDF) is required annually.

I DO however, have a lifetime free pass to all US Parks and Recreation areas...

Downtown Oakland is the exact same. Ever meter in the Uptown business district near the Lake has a handicap placrd hanging from the mirror. It now extends up to 23rd St.

Parking averages about $135 - $240 a month so its a dramatic cost savings as well for these lazy people.

wait. so a handicapped can't have a small car? not all handicap means they use wheelchairs. some can't walk far distance without lots of pain etc.

I DO agree that they are to lax when it comes to getting a damn handicap placard or plate.

I also thought of that, and was waiting for one of these people to come out and offer my assistance with their grocery bags... They all seem to be able bodies, so I can only assume their handicaps are indeed mental.

and yet if i were to go park there, if i'm 1 minute over and 10 meters away from my car in a dead sprint i'd still get a 200$ ticket

"In Beverly Hills, a DMV agent confiscates a disabled parking placard from a woman leaving a fitness center."

What a complete dumbass.

This whole issue is so disgusting. I was given a placard for 6 months after my knee surgery. Nothing pissed me off more than watching a perfectly healthy 20 year old walk away from the last handicap spot, while I'm stuck having to limp over 200 feet.
