Question My GPU's utilization is almost always at 100% for no reason. Is this normal?

I have been experiencing some issues with my GPU lately. It runs at 0% or 100% and spikes quickly and dramatically. I have already run an antivirus that came up empty, so I don't think I have any viruses. When idling, it spikes between 0% and 80%, and running any game keeps it at 100%.
My specs are AMD Ryzen 5 5600G CPU
B55-A Pro MSI Motherboard
32 Gig DDR4 4 sticks RAM
Radeon RX 580 Series GPU
PSU: EVGA SuperNOVA 650 GT, 80 plus Gold 650W
All components are brand new except for the GPU and 2 sticks of RAM, which were tested/used by the tech report. If anyone has an answer or solution to this issue, I would appreciate a response as soon as possible. This problem has been quite frustrating for me.

Not sure if I can help but you can add a gpu and/or gpu engine column in task manager. It may help point you to the guilty process or processes.

In certain games my gpu will go nuts when sitting in the game menu. The last time I played BF 2042 (many months ago) it kept the noisy gpu fans running. Tomb Raider did the same thing.

Also, did it just start doing this or did it start after you installed something new? If you suspect a new file you can upload it to virustotal as long as it's under 650MB. Just be aware that some of the scanners usually throw up false positives. You can post the scan link here in this topic if you have questions.

Also, Task manager, AMD Adrenaline Edition, and the Dev Home have very conflicting utilization metrics. Which one is the most reliable? And is my GPU even that good?

The RX580 is 3 generations old, released over 6 years ago. Newer games will tax it heavily.

In my experience task manager doesn't report GPU utilization properly. I'd go with Adrenaline or something like HWInfo64.

Running mixed ram does not help the situation. Is any of the ram on the QVL? Remove the new sticks and try. Then swap them for the other two. Is there a difference?

If this is the correct MB here is the compatible memory page. Unfortunately their site is slow and it took forever to load the compatible ram.

Edit: The above link is also loading slow. Here is the link that you can copy/paste.
