My gpu voltage and dedicated ram goes up randomly.

My gpu starts using more dedicated ram that it should and goes to 1200 voltage when my limit is 1175.I found that this happens after i play for a bit video games and it starts to drop fps or if i use my computer normally on internet after a while.It starts using 1,5gb dedicated ram and adding it to games, going over 4gb when i\m playing grapichs intensive games and fps goes down a lot.My voltage is normally 1000 and it jumps to 1200 and my gpu bring out an horrible noise.GPU termperature also goes up too( i have 5 fans in my PC).
In the image that i attached you can see my voltage and ram without any game on(only chrome and skype are on), normally my dedicated ram stays at 180-200mb.

Full hd,60 refresh rate.I solved the problem.It was a process called microsot windows and when i open in folder it was from opera...I stopped the process and deleted the folder and the problem solved.
By the way, i found that my tv has 200hz refresh rate but i can only chose 60hz in nvidia control panel.Do i need a better hdmi cable?(Samsung 32H6200)
