Heres an idea

Give him one more warning
Then take the bass and kick him out

Then he must pay $450 to get his bass... take his guitar also

Verbal contracts are considered legal documents, so long as they meet the criteria for a valid contract (quid pro quo etc.) Anyways OP, I'd stay out of it, honestly giving advice to women is just crazy any ways, when a woman complains to you, she doesn't want you to solve her problem, she just wants you to re-affirm what she is thinking. So ask her what she thinks should be done then say "That's what I was going to suggest." I learned my lesson the hard way far too many times. Besides, this is really a family matter anyways.

2) he makes some money. it's better than not making any money.

He knows she will just spend it on something stupid like a ridiculously overpriced pair of shoes, an oil change and extended warranty on that pair of shoes.
 
She still has to pay the rent either way, so do it in a way that will be meaningful to her brother. Kick the guy out of the appartment.

Small claims court MIGHT be able to do it for you.

She won't need a written contract for a judge to believe that he was supposed to pay her to live there, especially because someone at Staples can surely verify that he recently quit his job.

On the other hand, there probably isn't too much a judge can do to force him to pay money he aparently doesn't have.

Another vote for locking his sh!t up and threatening to pawn it.

You really should stay out of it. It's not your family.

Though if you really must get involved..

Change the locks and hand out new keys.
Sell his bass guitar and any other belongings worth money.
Then call his mommy and daddy.
