Core i7 860, Gigabyte GA-P55-UD4P.

I had this running at 180 * 21 = 3.78 GHz using auto everything.

Then I tried the settings specified in this Anand review of the UD2 (http://www.anandtech.com/mb/showdoc.aspx?i=3652&p=6):

VCore 1.375
VTT 1.39
PLL 1.86

And now my system is dead as can be. When I power up, the phase LEDs, power supply fan, and CPU fan come on for 1/10 of a second, then die.

I have tried removing everything from the motherboard (power, cards, connectors, etc), removing the battery for 30 minutes, and jumpering the CLR_CMOS pins, but I can't get it to power up.

I have tried re-seating the CPU, and a different power supply.

What else can I try before I RMA it?

Thanks.

I reset the CMOS and removed the battery 5 times each, to no avail.

The memory was seated just fine.

There were no beeps. It just powers on for 1/10 of a second, then dies.

Try unplug power supply from wall then remove the battery and hold the power button in for awhile to discharge the capacitors. If you get lucky the bios will reset. It was worked for me in the past on gigabyte boards.

Good luck :)

Sometimes boards can get 'shocked' and it takes time for them to regain consciousness.. If you can, leave it alone for a day and see if it revives. I know it sounds dumb, but it's important not to panic. ;)

I don't think re-seating the CPU was necessary but since you've already done it, double check it's seated correctly.
