He already tried to call Dell and cancel but they said he can't because its already in production. Is there anything else he can do? I've heard of people refusing to sign for it how does that work? Any ideas fellas?

He opened up a Dell credit card so I don't know how that works.
Tell him to return it if anything. He should be able to refuse it.

Do you know if they refund shipping or what kind of charges there may be?

First, he should be able to cancel even if it's in production.

I've made & subsequently cancelled lots of orders, many while they were in production.

Second, if he doesn't get it cancelled before it ships, he needs to refuse shipment. If it's successfully delivered things will get MUCH more complicated.

Third, if it is successfully delivered he needs to call Dell & return everything for a refund (within their grace period, it used to be 30 days... Could be different now).

He will be responsible for return shipping in #3, it is MUCH simpler to have it refused.

Dell's return period has actually changed from 30 days to 21 days.

You have two options:
1) Call Dell customer service again demand to speak with a supervisor. Since it's in production it has NOT SHIPPED yet. They should be able to cancel it during or shortly after production.

2) If that doesn't work (which it should), after it ships when the boxes arrive tell UPS/FedEx/DHL that you "REFUSE - RETURN TO SENDER". They will simply load it back onto the truck and send it back to Dell. Your friend should receive a refund within 30 days of receiving the package back. This method is nice because you don't have to take the boxes anywhere and shipping back to Dell is at no charge to you (FREE).

Method 1 should work with no problems.
