My friend needs help with some PHP/MYSQL for Cash$$$

My friend is putting together a personal site and unfortunately his host can only support PHP/MySQL and ASP pages. His experience is in Acess databases and ASP. What he needs is someone to integrate some PHP scripts that he downloaded into his design (a blog, picture viewer with uploads, etc etc, smaller stuff). It's a smaller project but he'll pay whoever does it a few bucks, or put a banner on his site to their page, design them a webpage for themselves, etc etc.

Why doesn't he learn PHP/MySQL? It'll probably be more rewarding (and certainly easier to maintain) if he does it himself. I know I'm glad I did all the work myself for my page.

Edit: And shouldn't he have checked the host's capabilities before signing up?
