My friend got in a wreck today, who was at fault?

Is this on school property? Either way, it's both their faults. He made an illegal U-Turn and she did not keep a safe distance.

I don't get this safe distance argument. He pulled off the road! Are all drivers supposed to be watching for people to turn off and come back again?
