It runs the CPU at a lower speed when you aren't doing anything to save power, so it's normal. Once you run something CPU intensive it should ramp up to 2GHz. Try running something like Prime95 and CPU-Z to check the speed realtime.
MDE, the Powernow hack doesn't work on the m6809 and I don't really know any other non-risky solution other than updating the bios.
