My Elsa Gladiac goes slow in Unreal Tournament!

well this happened after i formatted my hard drive and installed the new drivers, i think the old drivers work fine. But now when i play i always get down to 9fps on heavy detail scenes where there are many things. well when i just go to a wall and just let it make the 2D figure it will go to 150fps, which normally before i formatted it went to 250, and it never went below 60, even on those heavy scenes. Could it be the drivers? I never heard of new drivers that were bad.
