I remember when I went to china for a month....my bill came....there was this minimal charge that represented energy usage. However, my bill was over $20....90% of it was the "delivery charge".

When I lived in Philly the baseline was actually a line...under 500kWh were one rate, over was another. Seemed to make more sense....

And why are there three distinct billing cycles with different rates in one month? Why do I get these various credits, why don't they just lower rates accordingly? Why is there a third 'energy conservation' rate, its seemingly a flat rate, why isn't that just added in?

The northwest is a stupid place.
