My E4500 Core 2 Duo heats up to 60 C after a few minutes

After about 30 minutes of not so heavy processing (web browsing, skype, etc) my CPU is now at 60 Celsius. Is this normal? Did I perhaps not install the heatsink properly?

Edit: As soon as I shut skype down and cpu utilization fell from 50% to 0% the temp fell down to 42C almost immediately.

Did it come with thermal material on the HSF or did you use your own thermal grease?

It might be any of these: the thermal material isn't applied correctly, the HS isn't making proper contact, the fan isn't running, or the fan settings are such that 60C is below the temp where the fan runs at higher speed (check the BIOS).

Are you using the stock heatsink? The last pin is notoriously hard to push in, and it may not be attached all the way.

If you're not using the stock heatsink, did you apply thermal material correctly? Is it possible that you put excessive fingerprints on the surface of the CPU or heatsink?

Also, how are you monitoring the temperatures?
