No, it has nothing to do w/ your CPU. You didn't mention what your DSL speed is supposed to be rated at? Also, what did you use to measure that 43k max speed?

Set your default receive window in the registry. The other tweaks are really not needed. Is yours a PPPOE setup?

Go here and download my program and click the cable/dsl option and click the boost button and restart windows and the defaultrcvwindow will be changed to the right setting.

Or.... you could be like me, and have a swbell line that's capped at 40k. I think they're doing this for everybody above 15k feet away. Kinda sucks though, I was perfectly able to reach 80-100k when they suddenly decided it'd be better for me to be capped. Bahh.. worst part is, they're the only broadband providers in my area (Dallas county). I hate freakin' monopolies..

I also have 384Kb-1.5Mb/128Kb Dsl from Swbell and I used to get very close to the advertised speeds (after raising the tcpreceivewindow), but not anymore. I talked with one of their techs and he said that they are unable to meet the growing demand for DSL in my area. He's probably right - I have ran line quality tests from nulldsl reports and usually show 25% packet loss from the two swbell routers in my city. All of the other hops show 0%. If you try the tweak and still get slow speeds it may be the same case in your area.

downloading quake are you sure you were getting 43kb, not 43KB? if you were getting 43KB thats 344kb, which after you take the dsl overhead out, is the 384kb taht you should be getting. If you're really only getting 43kb downloads, which is 5.3KB, call up your isp now beacause there is something wrong with the dslam or line.

swbell provides my line, although mdsl.net is my ISP. I get around 155-165k/sec regularly, and tweaks don't do much of anything. Running under win2k improved web browsing and downloads over 98. I am less than a mile from the CO though.

Visit DSLreports and read their tweaking section. If your running Win9x, you should change your "rcvwin" in your registry. Have you tweaked your system before you had dsl? Because if you've tweaked it for your 56k before, the settings are totally wrong.

Check out DSLreports and see if that helps.
