my driveway made of blackish tar/asphalt is developing cracks

I see roads with little cracks filled with the black tar. Is this an easy to yourself thing?

The method of application for the tar you see on roads is just some dude dipping a mop in some tar and drizzling it on the cracks. Seriously.
