my dog has a sore lip

the old girl is having new problems and I don't know what to do for her. She is half pointer and has a soft hound mouth. The area under where her lower lip folds over looks like exposed flesh. It is all sore and gross, I tried putting some vaseline but she licks it up. It is happening on both sides, one side is worse. This may sound wierd, but it is true. She scratches it and cries. I gotta put a balm on there?
