My display 'shakes' over 60Hz

I have a ATI VIVO DDR 64mb card. At no matter what resolution, if my refresh rate is above 60HZ the screen seems to 'shake'. I tried replacing the monitor with a updated 19in CRT Sony model and it still does it. I tried installing new vid card drivers. I don;t have a spare vid card to change it out, but I don't know if this should be my next step? Or could it be I need a larger power supply? The motherboard is a EPoX Pentium 4 with a Intel 845d chipset. Is there some irregularity that I am unaware of. I searched new drivers for everything and nothing works. Basically I want to know if I should go buy a new vid card. Thanks.
 
I'm no expert, but this sound like some sort of electrical interference to me, and would be a problem that lies with the monitor, not the video card. Try turning off everything unnecessary around the computer.
 
could also be the wiring in your house, electric components near your computer, or power lines outside your house. I moved my system tothe living room and ever since, the image has been jittering once in a while. It goes away and comes as it pleases. But all the circuit breakers and meters are right outside on the other side of the wall from this monitor so that's what i think is causing it.
 
My monitor "shakes" when it is running at 75Hz and the washing machine goes into the spin cycle. It's annoying, but it only lasts a few minutes. The washing machine is about 10 feet from my monitor (through 2 walls).
