My dad needs me to make a notepad like document

He owns his own business and wants a document where there are lines even so he can just take quick notes on it. Can Publisher or Word do this? I know I can make the lines but its the spacing part that I don't think I can do. It will look uneven. Any help/suggestions would be great. Thank you for reading.

You could use word. Use tables and set the height of each row then have a border on the bottom of a row to create the effect you want.
 
Check out One Note in the MS Office suite. Its a pretty good note taking software
