My cpu temps drastcally jump

So I have my computer and I have it watercooled. Before watercooling this would never happen.

Now, the CPU temp will jump from the average 42 or so idle, to either 115c or -67c (yes negative)

and now, my monitoring program keeps saying that the PSU is losing power to certain parts then it comes right back.

I don't know wtf is wrong as nothing physically stops working or slows down.

Any ideas?
