My CPU fan rotates 200 rpm slower ...

I checked with ASUS Probe and i can hear it to that my CPU fan rotates about 200 RPM slower when CPU is on full load.
Is this means my power supply suck or something else is wrong?

200 RPM? What's it normally at? If it normally sits at 2500 or so RPM, that seems fine, as the voltage always drops a little...if it's more like 4000, you're just being paranoid . If it's around 1500, then maybe you have something to worry about...but then again, typically below 2000RPM or so (and some higher), they lose a great deal of accuracy, given that 99% of people using one have a 3000+ RPM fan.

I have ThermalTake Spark-7 P4 running on 4600 RPM from manual controll it can give up to 6000 RPM but its very noisy on this speed.
First i run it from sensor and could hear that it start rotate faster by noise, but after some time i think my sensor is so i switched to manual control and running it on 4600 rpm now, but even now i hear it changes speed when cpu is at full load so i checked and seems that is runs slower by ~200 rpm.
Maybe its paranoic, bettoer to be sure so i asked.
Anyway i am buying new PSU soon so well see if things remain same after that because now i have slutty 300w codegen PSU and i am quite sure its works lowet its specifications.

Well, it changes based on voltage. It's rated RPM is at 12v, and that usually has a 10% (occasionally 5%) margin of error for the fan itself, regardless of condition. Going down 200RPM on load when you're over 4000 is nothing to be worried about, and may occur on the new PSU as well (but don't let that talk you out of getting a better one...there is overkill, and no talking people out of it sometimes, but when you make piecemeal upgrades, a decent PSU really can save headaches).
