my cpu fan doesn't startup with cold start

i get the cpu error message, which i have to hit the f1 key, wherein windows starts, eventually the cpu fan starts as well. i guess the cpu is under 35 degrees.
 
because the cpu starts COLD, and the option turns the fan off because the CPU is cold. basically the fan is run off the tempature of the CPU. if the CPU is not hot enough to need the fan, why turn it on?

i believe this is how 'smart fan' option works.
